        Government Bills passed by Parliament during Monsoon Session

Short Title

Key Objectives

*The Income-Tax (No.2) Bill, 2025^

Replaces the Income Tax Act, 1961.  Retains most of its provisions, including tax rates and offences.  Primarily seeks to simplify the language and remove redundant provisions.

*The Taxation Laws (Amendment) Bill, 2025

Amends the Income Tax Act, 1961 and the Finance Act, 2025.  Provides tax exemption for payouts through the Unified Pension Scheme and income from investment for certain funds.

*The National Sports Governance Bill, 2025

Seeks to establish the National Sports Board which will grant recognition to national and regional sports federations.  Provides for constitution of a National Sports Tribunal to adjudicate sports related disputes.

*The National Anti-Doping (Amendment) Bill, 2025

Amends the National Anti-Doping Act, 2022.  Empowers the central government to constitute the appeal panel.  Also allows direct appeal to the Court of Arbitration in Switzerland in cases involving international athletes.

*The Mines and Minerals (Development and Regulation) Amendment Bill, 2025

Amends the Mines and Minerals (Development and Regulation) Act, 1957.  Provides for inclusion of other minerals in a mining lease.  Expands the scope of the National Mineral Exploration Trust.

*The Indian Institutes of Management (Amendment) Bill, 2025

Amends the Indian Institutes of Management Act, 2017 to provide for establishment of an IIM in Guwahati, Assam.

*The Promotion and Regulation of Online Gaming Bill, 2025

Prohibits anyone from offering online money games, advertising and facilitating transactions for such games.  Seeks to promote other forms of online gaming such as e-sports and social games.  Establishes a central authority for regulation of the sector.

The Indian Ports Bill, 2025

Repeals the Indian Ports Act, 1908.  Provides for regulation of the ports sector with creation of Maritime State Development Council and State Maritime Boards.

The Bills of Lading Bill, 2024

Replaces the Indian Bills of Lading Act, 1856, which provides for a legal framework for issuing bills of lading (provides evidence of goods on board).  Retains most provisions of the Act.

The Carriage of Goods by Sea Bill, 2024

Replaces the Indian Carriage of Goods by Sea Act, 1925, which provides for the rights and liabilities related to goods transported from Indian ports. Retains most provisions of the Act.

The Coastal Shipping Bill, 2024

Seeks to regulate vessels engaged in trade within Indian coastal waters.

The Merchant Shipping Bill, 2024

Replaces the Merchant Shipping Act, 1958, modifies provisions related to the ownership of ships, regulation of maritime training, seafarer welfare, and pollution control.

The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024

Reserves seats in the Goa Legislative Assembly for Scheduled Tribes.

*The Manipur Goods and Services Tax (Amendment) Bill, 2025

Makes provisions of the Act consistent with latest amendments to the Central Goods and Services Tax Act, 2017.  The state is under President’s Rule.

*The Manipur Appropriation (No.2) Bill, 2025

Authorises expenditure from the Consolidated Fund of the State of Manipur.

      Note: * This Bill was introduced during the Monsoon Session 2025.  ^An earlier Bill was withdrawn on 8 Aug 2025 and
       this Bill was introduced on 11 Aug 2025
