Parliament Diary

Winter Session – Day 9 : Dec 8th, 2015

Both houses of Parliament
saw repeated disruptions through the day. Opposition benches protests
were related to the National Herald case. The Leader of the House in
Rajya Sabha said that the government was ready to take up a discussion
on the matter and hear the grievances of the opposition members.

The scheduled government business for the remaining week is given below:

Lok Sabha:

Bills for consideration and passing-

  • The Commercial Courts, Commercial Division and Commercial Appellate Division of High Courts Bill
  • The Indian Trusts (Amendment) Bill
  • The Payment of Bonus (Amendment) Bill
  • The Industries (Development and Regulation) Amendment Bill, 2015

Rajya Sabha:

Bills for consideration and passing-

  • The Whistle Blowers Protection (Amendment) Bill, 2015
  • The Juvenile Justice (Care and Protection of Children) Bill, 2015
  • The Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Amendment Bill, 2015;
  • The Appropriation Acts (Repeal) Bill, 2015;
  • The Repealing and Amending (Third) Bill, 2015
  • The Real Estate (Regulation and Development) Bill, 2013
  • The Child Labour (Prohibition and Regulation) Amendment Bill, 2012
  • The Constitution (122nd Amendment) (GST) Bill, 2014

The Whistle Blowers Protection Bill and the Juvenile Justice Bill were listed for passing today and is likely to be taken up tomorrow.

The Whistle Blowers Protection Bill specified ground under which public interest disclosures may not be made. 

The Juvenile Justice Bill permits juveniles between these ages of 16-18 years to be tried as adults for heinous offences.

Children
in the 16-18 year age group account for a majority of children arrested
for crimes. Their share in total arrests increased from 56.4% in 2003
to 66.6% in 2013.

children, their social backgrounds and incidence of repeat offences etc.

Over
the last 10 years, crimes committed by children of all age groups, as a
percentage of all crimes committed in the country, have risen from 1.0%
to 1.2%.
