Monsoon Session 2021 : Day 8 : July 29, 2021

Continuing the trend from yesterday, both Houses completed their listed legislative business amid disruptions. Soon after, both Houses adjourned.

In Lok Sabha, two Bills were passed without discussion. These include:

  • The Airports Economic Regulatory Authority of India (Amendment) Bill, 2021 which was referred to a Standing Committee in April and its report was submitted last week. The Committee adopted the Bill without any changes.

  • The Inland Vessels Bill, 2021 was introduced in Lok Sabha last week. It replaces the Inland Vessels Act, 1917 and introduces a uniform regulatory framework for inland vessel navigation across the country.

At the time of passing of the Inland Vessels Bill, 2021,  the Bill being passed in din. ‘The bill has 114 sections. When the House is not in order, the bills passed have no value’, he said.

In Rajya Sabha, the Factoring Regulation (Amendment) Bill, 2021 was passed in the afternoon. During the brief debate, the Finance Minister said that the amendment would bring 9,000 NBFCs (into the factoring business), as compared to the current seven NBFCs, to directly benefit the MSMEs. 

Earlier in the day, the Chairman noted that 11 notices were submitted to suspend the day’s business. However, they were not admitted. 

The Coconut Development Board (Amendment) Bill, 2021 was introduced before the House adjourned.

Numbers to Note

50,484 cases

The  on Wednesday that 640 Fast Track Special Courts for disposal of pending cases of Rape under IPC and crimes under POCSO Act are functional including 338 exclusive POCSO Courts. Further, they have disposed 50,484 cases as of May 31 this year. 

 

The Department of Justice sought to set up 1,023 courts, including 634 fast-track courts for fast trial and disposal of pending cases related to rape and 389 courts dealing exclusively with children’s sexual abuse in 2019.
