The Demand for Grants of Ministry of Social Justice and Empowerment and Ministry of Tourism were passed in Lok Sabha after discussion.
Later, Lok Sabha voted on outstanding Demand for Grants together without discussion. This is called a guillotine. With the guillotine, the discussion on Demands for Grants is concluded. The chart below shows the share of budget expenditure that has been guillotined from 2004-05 onwards.
After the Demand for Grants are passed, they are consolidated into an Appropriation Bill. The Appropriation Bill, 2020 was introduced by the Finance Minister and subsequently passed today. The Bill seeks to authorize the government to spend money from Consolidated Fund of India, which consists of all receipts and borrowings from the government.
In Rajya Sabha, the Central Sanskrit Universities Bill, 2019 was passed and the House then proceeded to discuss the working of the Ministry of Railways.
The Standing Committee report on the Cinematograph (Amendment) Bill, 2019 was also tabled in Parliament today. The Bill seeks to prohibit unauthorized recording and broadcasting of a film. The Bill further specifies that those in violation can be punished with a prison term of up to three years, or a fine of up to Rs 10 lakh, or both.
